Both varieties are called Bi-Color Rose Impatiens, but the dark variety has only one color as far as I can see. The blue flowers are called Hanging Violets. I think they add a nice delicate touch to the baskets in contrast to the boldness of the Impatiens.

Impatiens
I love Impatiens and try to plant a few each year. Last year we planted a couple of single Impatiens in a pot in the yard. They were so beautiful with the contrasting pinks and reds against the dark green of the leaves. This year i decided to plant them in hanging pots on the back porch. While wandering through the local nursery I found these.
